Premier Ford announced Ontario’s three-step reopening plan, tied to vaccination rates. The stay-at-home order expires June 2, with Step One expected around June 14 — here’s what each step unlocked.
Step 1 — outdoors first
Begins two weeks after 60% of adults have a first dose (Ontario stood at 58%):
- Outdoor pools and splash pads
- Camps, playgrounds, parks
- Outdoor gatherings up to 10 people
- Outdoor dining up to 4 per table
Step 2 — larger gatherings, careful retail
Requires 70% of adults with one dose and 20% fully vaccinated:
- Indoor gatherings up to 5 · outdoor up to 25
- Outdoor sports and leagues
- Personal care services
- Indoor religious services at 15% capacity
- Essential retail at 50% · non-essential at 25%
- Outdoor amusement parks, cinemas, events
Step 3 — indoors returns
The final step reopens indoor dining, gyms and larger indoor settings with limits, once vaccination thresholds rise further.
